FIXING HAWAI`IʻS HOUSING CRISIS ON “VOICES OF TRUTH - ONE-ON-ONE WITH HAWAI`IʻS FUTURE"

“Fixing Hawai`iʻs Housing Crisis - A Visit With Peter Savio"

Many decades ago Singaporeʻs leaders arrived on an official visit to discover how Hawai`i had become so successful achieving a high rate of residential home ownership at very affordable prices. These officials were so impressed they took Hawai`iʻs model back home, replicated it and today Singapore is a very prosperous and wealthy nation. Yet today in Hawai`i homes are unaffordable, many Hawaiians and others have moved away and the ones still here are renters who work multiple jobs just to make ends meet. To find out why, we spent the day with real estate developer Peter Savio. Peter lost no time in explaining to us where Hawai`i went wrong and how it can be fixed. He should know because as Hawai`iʻs only affordable housing real estate developer his goal is to put Hawai`iʻs residents into home ownership. Donʻt miss our amazing visit with Peter as he explains how affordable housing can be built for Hawaiians and others, making residents financially independent instead of dependent - Watch It Here

KE AUPUNI UPDATE - OCTOBER 2026

Hawaii and the UN’s Decolonization System

When I was in New York a few weeks ago for the opening of the next session of the United Nations General Assembly, I bumped into President Moetai Brotherson of Maohi Nui (aka French Polynesia, aka Tahiti) his wife, Teua, and decolonization consultant Carlyle Corbin as they were leaving the famous John's Coffee Shop near the UN.

They were in New York to do their annual appeal to the UN’s Fourth Committee (the Decolonization Committee) to urge France to allow a decolonization referendum to be held in French Polynesia.

Two days later I attended the UN General Assembly's 4th Committee meeting to stand in solidarity with the Maohi Nui delegation of 30 people calling for the referendum.

It reminded me of being at the UN General Assembly on May 17, 2013, celebrating that day when the General Assembly placed French Polynesia, back on the list of remaining territories to be decolonized.

In 1946 when the UN was formed, besides their principal mandate to settle international disputes by peaceful means, the UN also took a strong position on decolonization. At that time, a large part of the world was being held as colonies (territories, possessions) of a few mostly European nations. About 100 nations were identified and placed on the UN list of “Non-Self-Governing Territories” (NSGT), That is, peoples and nations to be decolonized.

What does decolonization mean? This concept is strongly tied to the term, “self-determination” — the process or right by which a person, group, or nation makes their own choices, sets their own goals, and controls their own future without outside pressure.

The UN’s ideal process for decolonization relies on the people exercising their right to self-determination where the people should, when they are ready, freely choose what kind of political system/government they want for their future; whether they want to remain a territory/colony/possession, be integrated into the administrative power, be independent, or any other arrangement. The point is the people of that “territory” get to decide for themselves.

The UN’s list started with about 100 NSGTs. Roughly 80 of them chose independence and are now members if the United Nations. Today there are only 17 remaining, with French Polynesia being one of them.

In 1946 the United States placed Alaska and Hawaii and four other of its “territories” on that list. By the mid-fifties, as more and more countries were decolonized and chose independence, the US became nervous about losing these two valuable “territories”.

So, the US hijacked the UN’s decolonization process to secure its hold on Alaska and Hawaii. Decolonization referenda were held in Alaska (1958) and Hawaii (1959). The US called them “Statehood Plebiscites” and rigged them to make sure the outcome was YES to statehood.

But at the UN, the US called them “Decolonization Referendums” reporting the people had freely chosen “statehood” and that the US had complied to the people’s wish and admitted Alaska and Hawaii into the US as the 49th and 50th states of the Union. The United States’ report to the UN made it all appear to be legitimate and that they had fulfilled their sacred obligation to the UN Charter. The UN General Assembly without examining the facts on the ground, accepted the US’ report and deemed the question of the political status of Alaska and Hawaii to be closed.

This is the “error” that we are on the verge of exposing and discrediting at the United Nations. The UN would then be obligated to acknowledge that Hawaii is a sovereign, independent nation-state in continuity and that it never belonged in the UN’s decolonization system in the first place.

ENVIRONMENTAL GROUPS & CHIEFS FILE LAWSUIT TO STOP DEEP SEA MINING IN AMERICAN SAMOA

October 21, 2026 - rnz.co.nz

An environmental group is challenging the United States' legal authority to sell seabed mining leases covering waters off the coast of American Samoa, as the Trump administration pushes ahead with plans for a deep sea mining auction around the Pacific territory.

The US is proposing to lease more than 31 million acres of seabed, with the sale scheduled for 19 November. The decision marks the first time the US has offered such leases and comes despite widespread opposition from locals and environmental groups.

Fa'asao Amerika Samoa co-founder Seumalu Elora Raymond told Pacific Waves that the group is pursuing legal action to stop the sale, warning it would become much harder to challenge the plans once the leases are secured.

"I think every hour we spend on this before that event is worth weeks and months of effort," she said.

"It gets so much harder to fight this when there are so many fewer options once a mining company has purchased parts of the seabed floor."

In April 2025, President Donald Trump issued an executive order declaring activities in deep-sea science and technology as "a core national security and economic interest".

A concurrent request was made by American firm Impossible Metals to open leasing off American Samoa territory, amid growing interest in the polymetallic nodules on the seabed, including nickel, copper and cobalt.

On Monday, Fa'asao Amerika Samoa, the Conservation Council for Hawai'i and the Faleula o le Manu'atele council of matai filed a new lawsuit - represented by Earthjustice - to block the lease sale.

The groups argue the Marine Minerals Administration (formerly known as the Bureau of Ocean Energy Management), the agency overseeing the proposed sale, does not have the legal authority to issue the leases under treaty requirements that must be met before mineral leasing can take place in American Samoa.

The new case follows a separate lawsuit filed in August by Fa'asao Amerika Samoa and the Conservation Council for Hawai'i.

Seumalu said a hearing in that case is scheduled for 30 October, with the judge agreeing to an expedited process because of the November 19 deadline.

She said a decision in the first case could affect the government's ability to proceed with the lease sale.

However, it is not yet clear whether the new lawsuit will be heard before the auction.

Questions over US authority in American Samoa

Seumalu rejected the idea that American Samoa had little say over what happened in its surrounding waters because the US controls the territory.

She said the relationship between American Samoa and the US does not give the federal government unlimited authority.

Seumalu points to historical instruments of cession signed by Samoan matai, saying the agreements established protections for the territory's lands and ocean.

"Anybody who just assumes that the US can do whatever they want here is not really thinking carefully about the relationship between American Samoa and the United States and about the agreement that was signed by the matai generations ago."

She argued that those agreements remained relevant under US federal law and must be considered when determining whether the government can issue the proposed leases.

In 2024, American Samoa banned deep sea mining in its territorial waters, but the auction relates to areas beyond that limit, in the federally controlled Outer Continental Shelf.

However, the groups launching legal action argue that the Outer Continental Shelf Lands Act does not authorise mineral leasing in any of the US territories, including American Samoa, and that the agency is violating its own leasing regulations

The group is asking the courts to examine that legal relationship before the November 19 sale proceeds.

KE AUPUNI UPDATE - OCTOBER 2026

Stirrings at the UN

From September 21-30 I was at the 63rd Session of the UN Human Rights Council in Geneva, Switzerland. I’ve been going there three times a year since 2009 as the Foreign Minister for the Hawaiian Kingdom.

The UN Human Rights Council and other key operations of the UN in Geneva are accessible platforms to which we can present our issues to the attention of the UN, something that is difficult to do at the UN in New York.

It is in Geneva that we have made significant progress in sharing our story and gaining traction with the international community and the international press. Over the years, diplomats’ and UN personnel’s response to the Hawaiian Kingdom’s quest to assert our international standing as an independent nation has morphed from, “Good luck!” to “Do you really think the US will let you go?” to “What can we do to help?”

This “What can we do to help?” attitude resulted in numerous meetings in Geneva with key diplomats, UN experts and civil society activists. From those discussions, a number of strategic actions that could help Hawaii have emerged. Several proposals were vetted and have been developed for activation in the next few months. At that point, much of our efforts will pivot to the UN General Assembly in New York.

Thus, from Geneva, I went to New York for the last week of the opening of the 81st.Session of the UN General Assembly. The opening of the GA is always a flurry of activities as most of the leaders of the 193 United Nations member countries converge to deliver their remarks at what is called the High-Level Meeting and General Debate.

The week after that flurry is a good time to meet with the ambassadors from the different countries, as the leaders delegations from their capitals have left, but the permanent diplomatic missions in New York are still excited and invigorated by the aspirational remarks (and marching orders) given by their leaders from home.

The actions and strategies that we developed at the UN in Geneva (and at other international meetings) are geared to assert the continuity of the Hawaiian Kingdom and at the same time, expose the United States’ false claim over the Hawaiian Islands. This recent visit to New York was to set the stage for the two-pronged assertion at the General Assembly. Some Pacific Island nations are preparing to take the lead.

The international community, its agencies and institutions and people, are about to be presented with the irrefutable evidence confirming that the political status of the Hawaiian Kingdom is indeed that of a sovereign nation in continuity.

That evidence is a book titled: The Hawaiian Kingdom and the United Nations Charter a collaborative work by scholar/writer Prof Mehmet Guzel and me. We spent over 10 years formulating the book while working on other projects. In 2017 Mehmet and I co-authored and published a book titled, The Modus Vivendi Situation of West Papua, which got some significant notices in international circles and contributed to our being nominated for the 2017 Nobel Peace Prize. (We lost to an international peace consortium run by friends of mine. So, it was still in the family.)

The book is a legal study and analysis of the situation of Hawaii as it relates to international law, and specifically, to the United Nations Charter. It unequivocally confirms that the sovereignty of the Kingdom of the Hawaiian Islands was never extinguished and that the Kingdom is a sovereign nation in continuity. This fact then places a legal obligation to each of the member-countries of the United Nations. If Hawaii is a sovereign nation in continuity, then according to international law and specifically the UN Charter, each country has a legal obligation to recognize and treat the Hawaiian Kingdom as an equal sovereign country.

This will automatically `trigger de-occupation negotiations with the United States to create a peaceful, orderly transition of the Hawaiian Islands to self-governance as an independent country.

The Hawaiian Kingdom and the United Nations Charter will be available online in downloadable form and in print soon.
