ALERT! - HEREʻS WHO WE RECOMMEND FOR ELECTION IN TOMORROWʻS OHA PRIMARY VOTE & WHY 

Please forward this to all Hawaiians and our supporters.

Many of you have asked us which candidates we recommend for Office Of Hawaiian Affairs trustees in tomorrowʻs primary election.

Our answer is based on two premises -

First, while we recognize the Office Of Hawaiian Affairs is a part of the fake state, and therefore a part of the prolonged illegal US occupation of Hawai`i, we feel strongly that as long as OHA does exist, it should serve all its beneficiaries well.

For far too long this has not been the case. Rather than serving beneficiaries, private under the table dealings, personal enrichment and fortifying the illegal occupation has characterized activities at OHA.

Furthermore we are not convinced that voting in the upcoming OHA election is at odds with or contradicts support for a Free Hawai`i. This vote is about ending corruption at OHA so those kanaka beneficiaries and their `ohana who need help the most can receive it.

Our second premise is that only two things should dictate who to vote for -

One is making sure the forensic audit occurs.

The second is the removal and replacement of OHAʻs CEO, Kamana`opono Crabbe.

Unless these two things happen, there will be no reform of OHA.

Both of these actions have been stymied and blocked for too long by several of OHAʻs “old guard” trustees.

Your vote in this election is critical to shift the balance and majority vote of trustees so these two things can occur.

 
Unfortunately perfect candidates, like perfect human beings, do not exist.

And many who are running are not electable.

Therefore some of those we recommend for election are not without drawbacks, but do have a good chance of winning.

Most importantly, those we recommend support the forensic audit as well as the removal and replacement of OHAʻs CEO and if elected will shift the majority vote in order to make this happen.

Despite drawbacks, these are the ones who are electable and will make sure the forensic audit happens and vote to replace OHAʻs CEO.

Based on the above, we recommend the following -

At-Large Seats (3) - Rowena Akana
                               Lei Ahu Isa
                               Keali`i Makekau

O`ahu Seat (1) - Samuel Wilder King II

Maui Seat - Does not appear on tomorrowʻs primary ballot. (Since there are only two candidates, both will automatically advance to the general election in November.)

We are fully aware that you may currently have reservations about some of the above recommended candidates.

Simply put - if any of the above candidates are problematic but you are committed to reforming OHA, hold your nose & vote.

These are the ones who will create a new majority so that the “old guard” trustees will no longer be able to hold the other trustees and OHAʻs beneficiaries hostage and drive their private agendas.

OHA beneficiaries and voters have a unique opportunity now to reform OHA.

You can register to vote at your local polling place, so please vote tomorrow.

These are the ones who will create a new majority so that the “old guard” trustees will no longer be able to hold the other trustees and OHAʻs beneficiaries hostage and drive their private agendas.

OHA TRUSTEE TO FIGHT CHARGES

"I'm going to fight them to the death."

That's what Office of Hawaiian Affairs Trustee Rowena Akana said Wednesday when asked how she'll respond to a state Ethics Commission investigation over alleged gifts and spending.

In a confidential Ethics Commission document leaked to the media, the state said Akana accepted more than $72,000  in legal fees paid to her attorney from Hawaiian heiress Abigail Kawananakoa. The money was given to Akana so she could defend herself in a lawsuit filed by other trustees. Akana said the legal fees were not a personal gift.

"I don't see anything wrong with that. It's not against the law," Akana said. "I haven't done anything that's against the law."

The commission said accepting the money may have violated a gifts and fair treatment law if "these gifts were due to Akana's status as an OHA trustee."

During Wednesday's OHA board meeting, a courier showed up to serve Akana with confidential documents from the state Ethics Commission, but Akana skipped the meeting and avoided him.
In addition to the legal fees, other spending of her allowance is coming into question, including her use of an OHA allowance for:
  • Political contributions, including $500 for a band at an event hosted by Kanaka Maoli, a political action committee;
  • Home cable TV and internet services;
  • A $249 Hawaiian Airlines Premier Club membership;
  • And food for parties for OHA personnel.
Akana said the spending is all above board, and that some of the charges are false.

For example, she said the Hawaiian Air membership didn't come from her allowance and that OHA approved all of her expenses.

She also blames OHA's CEO, Kamanaopono Crabbe, and her detractors for trying to take her down.

"This is a smear campaign. It definitely came from OHA," said Akana, referring to the leaked document.

"The Administration at OHA is doing everything they can to discredit me because I have been trying to clean house at OHA for two years," she added.

The Ethics Commission investigation comes as the FBI and Attorney General are investigating the agency.

Akana said that she knows of two other trustees who've reported to the Ethics Commission because of their expenditures.

OHA and the commission did not comment on the investigation.

Office Of Hawaiian Affairs Needs More Fiscal Responsibility, But Certain Trustees Have Lacked 
The Political Will

`Ano`ai kakou… Recently, there has been a lot of critical news about OHA’s recent spending on grants, sponsorships, and Limited Liability Companies (LLCs). But this is definitely not news to me. It’s what I’ve been saying all along. Here are some highlights of my past Ka Wai Ola articles during the past year -

January 2018 – OHA publishes a book and hands over Scholarship Program to UH. On November 21, 2017, OHA published a book on mana that took five years of staff time to print. I’ve been waiting months for a response about where the money to publish the book came from.

December 2017 – Bring Back OHA Run Programs. I wrote that change will not occur unless the Trustees begin to hold our Administration responsible for their actions.

April 2017 – Back to Normal - Ho Hum, Business as Usual. I wrote that one of OHA’s money managers recommended that we get rid of the Fiscal Reserve slush fund. Trustees seemed supportive, but nothing has happened since. Now the State Auditor is calling this out! I also wrote that we need to find a more efficient way to run our essential programs such as community grants. The State Auditor’s February 2018 Audit of OHA vindicates my position that OHA grants are still not being monitored and mostly given to those who know who and how to ask.

March 2017 – Transition - Change doesn’t have to be painful. I argued that OHA must be an agency that treats our beneficiaries equally and it’s now up to the new leadership to make sure there is an even playing field at OHA. However, this has not occurred. I also mentioned that on February 8th, the Trustees formed an Advisory Committee to make recommendations to the Board on the scope of a proposed financial audit and management review. This only came about because our beneficiaries demanded it and wanted an answer to the one question I’ve been asking nonstop for the last decade: Where is all the money really going?” This effort has met with great opposition from the Administration.

WHAT HAS THE OFFICE OF HAWAIIAN AFFAIRS HAS DONE FOR YOU LATELY?

OHAʻs Mauna Kea Adhoc Committee has been nothing but a smoke screen.
 

OHAʻs Mauna Kea visit was a photo op to placate the lāhui and nothing more than a "feel good" PR Job.
 

OHA tries to co-opt any aloha `āina, Mauna Kea and Independence events every time.

When asked about kokua to support those who protest by occupying lands, OHA chair Colette Machado told Kaua`i residents they would need to be incorporated in order to get OHA help and funding.

OHA also stated their hands are tied when it comes to assisting in land occupations unless it comes from the trustee's personally.


OHA paid $50,000 of beneficiary funds to settle trustee Peter Apoʻsexual harassment lawsuit.


OHA is currently being sued by two different parties to remove Apo and return the $50,000 beneficiary funds.


OHA trustees continue to vocalize their "concerns" about not having enough funds for an independent audit.
 

OHA board of trustees did not approve CEO Kamana`o Crabbe's renewal contract.

OHA is currently being investigated in a criminal probe for funds given to a non-profit without proper bidding.


OHA trustees voted to oust Rowena Akana as OHA chair claiming that she was censoring the voice of the lāhui yet current chair Collette Machado is saying and doing the exact same thing.

OFFICE OF HAWAIIAN AFFAIRS GETS "F" FOR TRUTH & TRANSPARENCY

A new report identifies 42 government agencies across the country that have poor practices when it comes to online spending transparency.

One of them is the Office of Hawaiian Affairs, the only city, county or state agency named from Hawaii.

The U.S. PIRG Education Fund’s report, titled Following the Money 2017: Governing in the Shadows, was released last month.

The federation of state Public Interest Research Groups describes itself as “a consumer group that stands up to powerful interests whenever they threaten our health and safety, our financial security, or our right to fully participate in our democratic society.”

The report gives OHA, which had expenditures of $55 million in 2013, a grade of F. 

An Office of Hawaiian Affairs Board of Trustees meeting in January. The meetings are live-streamed, which OHA cites as an example of transparency.

U.S. PIRG gave OHA scores of zero when it comes to online searches for checkbook-spending level information, data that can be downloaded in bulk and the ability to search for keywords, recipients and excluded information.

Only nine other agencies, which U.S. PIRG calls “special purpose districts,” were considered worse than OHA. They include the Sacramento Area Flood Control Agency in California, the King County Rural Library District in Washington state and the Nebraska Public Power District.

“Citizens’ ability to understand how their tax dollars are spent is fundamental to democracy,” the report’s executive summary states. “Budget and spending transparency holds government officials accountable for making smart decisions, checks corruption, and provides citizens an opportunity to affect how government dollars are spent.”
 
Nationwide, there are more than 38,000 special districts that spend more than $200 billion annually.

PIRG evaluated 79 agencies in all. Those topping the list with “A” grades include the Port of Houston Authority in Texas, the Chicago Transit Authority and the Louisville-Jefferson County Metropolitan Sewer District.

“The nation’s most transparent special districts are often those in states that have taken action to require or encourage the posting of financial information online,” the report states.

Asked to comment on the report, OHA CEO Kamana`opono Crabbe said, “Transparency and accountability continue to be top priorities for the Office of Hawaiian Affairs. To this end, we are committed to going above and beyond just complying with minimum open government requirements, such as the state sunshine law.”

As examples, Crabbe said OHA’s monthly report on all board actions and votes is included in its newspaper, Ka Wai Ola, which is distributed to more than 60,000 subscribers in Hawaii and on the mainland.

OHA has also live-streamed Board of Trustee standing committee meetings since 2013. And, OHA posts online meeting agendas and minutes, annual reports, financial statements and procurement and awards information.

At least one OHA trustee thinks OHA can do better.

“While OHA serves the special purpose of bettering the conditions of the Hawaiian people, it is a state government agency which must be transparent and accountable to the public,” said Trustee Keli`i Akina. “In my personal opinion, OHA can improve its online financial transparency by simply creating a website page that provides detailed information on OHA’s revenues, spending, fiscal policies and priorities, and also allows the public to respond with constructive feedback."

Akina, who was elected to the board in November, has lede fforts to scrutinize OHA’s operations through auditing. He supported the majority of trustees who briefly installed Trustee Rowena Akana as board chairwoman.

Akana has long criticized how the agency is run, and she tried to have Crabbe fired. Just this week, Hawaii News Now reported that the state attorney general is investigating whether OHA improperly awarded a lucrative contract without competitive bidding. The report quotes Akana as saying the improper awarding of OHA contracts is rampant. 

Crabbe said efforts at greater financial transparency are already underway.

In March, OHA added a page on its website about its upcoming biennium budget, one that allows for community input. More information on contracts and personnel will be posted beginning in October, he said.

“While transparency and accountability are agency priorities, we also recognize that there will always be room for improvement,” said Crabbe. “In the end, we welcome opportunities to share with our beneficiaries and the public how OHA is managing its trust to meet our legal mandate of bettering the lives of Native Hawaiians.”

OFFICE OF HAWAIIAN AFFAIRS EXPOSED IN SHADY LAND DEAL

Internal squabbling is nothing new at the Office of Hawaiian Affairs. But now one trustee has filed a formal ethics complaint against a fellow trustee over what she says are shady dealings in a $21 million property purchase.

The complaint by Rowena Akana against Haunani Apoliona is pending before the Hawaii State Ethics Commission.

Akana alleges that Apoliona should not have voted last year to approve purchase of the Gentry Pacific Design Center because she sits on the board of directors for Bank of Hawaii, OHA's financer of the purchase.

In her July 17 letter to the Ethics Commission, Akana argues that Apoliona's vote is "a clear violation" of the state's Ethics Code known as Chapter 84....
