Why is Wai`anae's homeless problem so acute at a time when Hawai`i is enjoying the nation's lowest unemployment rate and a booming economy?

The reasons are numerous, Placencia said. For example, as the homeless have been hustled out of one area — such as after the nightly closing of Ala Moana Beach Park — some have migrated to Wai`anae.


A bigger part of the problem is the collapse of the "hidden homeless" safety net — brought on in part by the housing boom, she said.


"Hidden homeless" (folks who move in temporarily with relatives or friends and avoid being listed as homeless) have been edged out of Hawai`i's red-hot housing market by higher rent prices and a decreasing number of rental units, Placencia said.


"The hidden homeless are no longer hidden," she said.


A case in point is Nolalea Noland, 49, who until about a year ago was renting a one-room apartment with a toilet for $250 a month. When the rent jumped to $450, Noland, who lives on a fixed income, ended up on the street.


"It's not easy living out here," said Noland, who for the past few months has been camped in a tent at Ma`ili Beach Park with her poi dog, Kinipopo.


She said police visit the camp regularly — particularly on Wednesdays and Thursdays when camping is not permitted on any O'ahu beaches — and issue citations.


"I myself have had three tickets," she said. "The first was dismissed, and I'm fighting the other two."


Noland said she doesn't drink or do drugs, but she said she has not been able to work because she has cancer. She has no living relatives in Hawai`i to stay with, she said.


"Everybody here's homeless," said Noland, motioning toward some five dozen tents lining a quarter-mile grassy stretch. "And, I'd say it's got a lot worse the last few months.


"Why? Because rents are so high. People can't make ends meet."

This massive $200 million dollar foreign real estate development would threaten not only the rural lifestyle of the entire island, but Hawaiian cultural practices that have been occurring there for thousands of years.

Most importantly, the project’s creation would increase water demand by over three times what is currently being used.

Where do you think the extra water will come from?


It will be taken from long time Hawaiian homesteaders.


And here’s the most disgusting part – the entire OHA trustee board passed a resolution last week to support this project.


Once again we ask – “When will the insanity stop?”


On November 7th, you’ll have your chance to bring it to a screeching halt.


The Moloka`i protesters, Hui Ho`opakele `Aina, are urging everyone not to reelect a single incumbent OHA trustee.


We concur with one addition.


When you request your OHA ballot, (and any registered voter in Hawai`i can,) vote only for Dennis Bumpy Kanahele.


Because the top vote-getting candidates with be the winners, here’s your opportunity to not only elect a true servant of the people, but also send a strong message that corrupt and immoral behavior by those who should be working for the people instead of against them must stop once and for all.

KAUNAKAKAI - A demonstration against the proposed
development of 200 residential lots at La`au Point on Moloka`i drew about 100 protesters outside the offices of the Department of Hawaiian Home Lands and the Office of Hawaiian Affairs Wednesday.

The event began at 7 a.m. and lasted a couple of
hours, according to Walter Ritte Jr., a longtime Hawaiian rights advocate and a leader among those opposing the development on the southwest end of the island.

"DHHL and OHA have turned their backs on their
Hawaiian constituents and joined the developers of a 200-million-dollar beachfront development, which threatens Hawaiian cultural lifestyle and water reserves of Moloka`i homesteaders," says a statement from Hui Ho`opakele `Aina.

The statement accused OHA Trustee Colette Machado
and DHHL Commissioner Milton Pa of "joining the developers to the detriment of their Hawaiian constituents...."

...The news release from Hui
Ho`opakele `Aina said DHHL has refused requests to attend several public gatherings held by
Moloka`i homestead associations on the La`au Point development issue.

"The development's water needs will increase Molokai Ranch's water consumption to three times the amount used by Molokai homesteaders," the group's statement says....

The hui called on voters not to cast ballots for
any OHA incumbents because they all signed a resolution in support of the development....

Moloka`i Ranch owner Moloka`i Properties Ltd. has
applied to the state Land Use Commission to have 613 acres near La`au reclassified from agricultural to rural use to allow for development of the 200 two-acre residential lots, along with related infrastructure.

A hearing on the application is expected early next year.

HOW HAWAI`I TREATS HAWAIIANS - PART TWO

Homeless population grows and grows and grows...

"I would say that 85 to 90 percent of the homeless here live on the beach parks," said Jo Jordan, who chairs the parks committee for the Wai`anae Coast Neighborhood Board.


Jordan said Maj. Michael Tamashiro of District 8 of the Ho-nolulu Police Department informed the board Tuesday that his officers recently counted 280 illegal campsites between Kahe Beach Park and Keawa`ula Bay.


"It's getting out of hand," board chairwoman Patty Teruya said later. "We no longer use the beaches, and it's sad because it's not safe."


Helen Eschenbacher of Kaimuki said she often visits the Wai'anae Coast when friends and relatives come to O'ahu. But after she tried to get a camping permit there several months ago, she was told none were available.


"There's no place to go camping or picnic anymore," Eschenbacher said. "It's awful that these people can take the island away from the rest of us. Give us back our beaches."


Tamashiro also told the board that police and other city and county departments are working to formulate a strategy to deal with the situation, according to Jordan.


Tamashiro could not be contacted for this story.


Authorities are faced with the dilemma of meeting taxpayer demands for public beach recreational and campsite access, and contending with a homeless population that — because it has no alternative — simply moves to a different beach or park when police enforce statutes against living in public areas.


"It's like kicking an anthill," said Will Ford, an area outreach case manager for U.S. Vets, a program that assists homeless veterans. "They just spread out everywhere and then bunch up someplace else."


Police, frustrated with chasing the same homeless people from beach to beach, helped initiate the grassroots "Camp Hope" proposal that residents rejected in 2003.


Since then they've all watched the problem worsen.

WAI`ANAE — The number of homeless along one of O`ahu's most economically fragile stretches has grown dramatically, tripling since 2002 and sending the majority of those who have no place to live to the area's public beaches and parks.


Hundreds of campsites dominate the view across beaches from Nanakuli to Kea`au, in effect turning the 16-mile coastline into the "tent city" residents wanted to avoid when they hooted down a grassroots proposal in 2003 that would have created a drug-free, supervised haven for the homeless near the Wai`anae Boat Harbor.


Just the year before, alarmed officials and service providers said the Wai`anae Coast homeless problem had reached "critical mass."


"It's not a crisis anymore," said Stanlyn Placencia, executive director of the Wai`anae Community Outreach center, which serves the area's homeless.


"We now have an epidemic of unsheltered individuals here."


The Wai`anae Coast has long had its share of homeless, but of late the numbers have stunned even those accustomed to seeing their beachside tents.

Residents say the problem has never been worse, and what's more, figures suggest that the Wai`anae Coast now hosts the bulk of O`ahu's homeless.


Although exact numbers are not possible to track because of the transient nature of unsheltered people, the best figures suggesting the increase in the area's homeless population come via Placencia's program.


In 2002, the outreach program handled a total of 1,082 "unduplicated homeless" clients. Last year that total had reached 3,477. So far this year, 519 new clients have signed up.

HERE'S WHY MORE AND MORE PEOPLE WANT THE ILLEGAL U.S. OCCUPATION OF HAWAI'I TO END

Native Hawaiians constitute roughly 22 per cent of the state population, but they represent 54 per cent of the prison population.

Not coincidentally, they also have the lowest per capita income, the highest poverty rate and the shortest lifespan of any ethnic group in Hawai`i.

Hawai`i public school students receive very poor education by any standard of measurement. They consistently rank among the lowest of any state in test scores.

Education reform has been talked to death by every governor and legislature of the past 30 years, but nothing substantial has been done.

This has led to a "brain drain" in the islands. Most of the bright students who manage to learn something in spite of the handicapped school system leave Hawai`i for foreign colleges and careers.

In the 1980s, Hawai`i gained the enviable reputation of providing medical insurance to the highest percentage of residents of any state.

A decade after the state ended dental cover, toothless smiles are commonplace among the poor.

Tens of thousands of residents have no medical insurance at all.

Despite higher profits for many businesses, jobs are scarce and most of the available work pays minimum wage or close to it...

In some cases, the lives of the working poor are worse than the unemployed.

Among other things, they don't qualify for state financial assistance or full food stamp benefits.

Hawaiians suffer the worst health profile in Hawai`i.

Between 1980 and 1990, while rates of death from heart disease, cancer, stroke and diabetes decreased for non-Hawaiians, they increased, sometimes dramatically, for Hawaiians.Below 1 year of age, the Hawaiian death rate is more than double the overall state average.

Between 1 and 4 years of age, it is triple the state figure, and so on into adulthood.

Just under 20 percent of the population, we suffer 75 percent of the deaths for persons less than 18 years of age.

WHO WINS IN A FREE AND INDEPENDENT HAWAI'I ? EVERYONE !

One of the biggest lies perpetuated today is that when Hawai`i achieves nationhood once again it will be at the expense of everyone else.

But no one will be kicked out; their businesses seized or their homes and property confiscated.

Instead, everyone, Hawaiians and all others, will be citizens of the sovereign and independent Nation of Hawai`i.

The Hawaiian Nation included people of many ethnic backgrounds that were loyal citizens before the illegal overthrow and it will be so again.

The truth is a sovereign Hawaiian nation will need the contributions and talents of all of its citizens to remain viable in the world.

Hawaiians would be no better than the very supremacists that overthrew and occupied them were they to divide people by race.

Hawaiians have always been inclusive, not exclusive.

How would this be accomplished politically given a civil war resulted the last time a state tried to leave the US?

Unlike the southern US states, the Kingdom of Hawai`i and its citizens never agreed to become part of the United States in the first place.

Therefore a move for Hawai`i to secede from the US would be both unnecessary and inappropriate.

Much like removing the top coat of paint to reveal the one underneath, the US Congress, after consultation between Hawaiians and the US at the level of state to state, could simply enact a US federal law that dissolves the entity known as the "state government" in Hawai`i.

What would be left in its place is what has existed all along anyway without interruption – the Nation of Hawai`i.

Only at that point, would it be appropriate for the citizens of Hawai`i to decide their future as it relates to a relationship with the United States.

Those possibilities would include

Full Independence - Joining once again the family of nations in the world.

Free Association Much like Palau and the Federated States of Micronesia.

Integration with the US Becoming a state again or a tribe of the US under federal recognition.

Did you know ? -

When Ronald Reagan was president, one of the most conservative US presidents in recent times, his administration actually granted the Marshall Islands independence in 1986, which then lead to a free association relationship with the US.

Precedent for Hawaiian independence exists right now within US law as outlined above.

There are no laws that exist today within the US to prevent the US federal government from dissolving a state government.

It is only fear and ignorance that holds the status quo in place.

BRINGING THE OFFICE OF HAWAIIAN AFFAIRS BACK ON TRACK

In the at-large Office of Hawaiian Affairs election this November, I
will vote for Dennis "Bumpy" Kanahele.

Bumpy has a plan for a Hawaiian bank, bringing all the assets held in
trust for Hawaiians together in a bank owned by all Hawaiians.

This
is the best "restoration" solution I have heard for Hawaiians, direct and on point - economic independence.

It can be done. And it can be done right here - in contrast to the
endless delays and frustrations that go with trying to work out a Washington political solution beneficial to Hawaiians (witness the years of pulling and tugging over the Akaka Bill.)

GLOBAL WARMING MAY SOON SUBMERGE NORTHWEST HAWAIIAN ISLANDS

This year, carbon dioxide levels, measured at the Mauna Loa observatory on the Big Island, have reached record levels.


It is now being predicted that global sea levels could rise more than 20 feet within 10 years.


It would take less than that for many of the islands in the Northwestern Hawaiian Island chain to completely submerge.


For the first time, a team studied the threats of rising sea levels to the Northwestern Hawaiian Island chain.


Their study suggests that monk seals, sea turtles and millions of sea birds could go extinct before the end of this century due to global warming.

"The most common sense thing is for total independence.

We were a progressive modern nation of our time and recognized as a friendly, neutral nation within the Family of Nations, the predecessor of the League of Nations and the United Nations.

We had a democratic form of government, a constitutional monarchy with a bicameral legislative assembly.

The works and legacies of our monarchs are legendary and noteworthy.

Today under the American system, we are concerned about our lands, culture, people and lifestyle which has been under attack for over a hundred years.

This gets us angry as more Hawaiians desire total independence as a result.

The Kingdom of Hawai`i is not only Native Hawaiians but subjects of non-Hawaiian blood who were legitimate subjects of the Kingdom.

This racial argument is an American thing and not a Hawaiian thing.

So our concerns are well within our scope to protect all our subjects of the Kingdom.

We do expect reparations and restitution from the US for the injurious damages to our nation, land and people.

The US government is well aware of this and is attempting a piecemeal settlement.

If the tables were turned around; which would you do? I'm sure it wouldn't be a hard decision.


Remember, Hawaiians never hated Americans; but only those that did harm to us and the US government for its complicity and deceit.

We were never afraid that another country would take us over; we had over twenty-four treaties with various countries but the US is the only country that broke their treaties with us."

That should tell you something.

HERE'S THE EFFECT OF OVER A CENTURY OF US OCCUPATION IN HAWAI`I ON NATIVE HAWAIIANS

The Hawaiian people, have suffered since the first Western contact in 1778.

Western diseases, to which Hawaiians had no immunity, decimated their numbers.

At the time of western contact, some 800,000 people inhabited the Hawaiian Islands.

By 1805 that number had been halved.

By 1853 there were only 71,000 Hawaiian or part-Hawaiian people in the islands.

Within 100 years of western contact, the Hawaiian population had been reduced by nearly 90 percent.

According to the 2000 census, the numbers of people who claim some native Hawaiian ancestry have increased to over 400,000.

But only 239,000 live in Hawai`i and they are the poorest, most locked-up population in the state.

Although they only make up about 20 percent of the state's population, in June 2001 they made up 39 percent of the state's prison population and 37 percent of the state's homeless population.

LA`AU POINT, Molokai - A crowd of up to 400 Molokai residents walked or rode in boats Saturday to Laau Point to protest plans to develop million-dollar estates in the southeast corner of the island.

"It was the biggest march we've ever had on Molokai," said Hawaiian rights advocate Walter Ritte, who was reached by cellular phone Saturday afternoon.


Protesters built a 16-by-24-foot Hawaiian hale (house) as symbol of their protest of the proposed development.


Molokai Ranch owner Molokai Properties Ltd. has applied to the state Land Use Commission to have 613 acres near La`au classified from agricultural to rural to allow development of 200 two-acre residential lots.


Protesters object to the development, according to Ritte, because they believe it will impact traditional fishing grounds and because of the
social impact of 200 wealthy families moving to Molokai with values and attitudes that can clash with the lifestyle of residents.

According to Ritte, Molokai will lose nearly six miles of its best fishing grounds if the subdivision is created on the slopes along the coastline.


"It's a clear message to Molokai Ranch that they should not have this development," Ritte said, referring to Saturday's protest turnout.


He said protesters wore red T-shirts with the words "A`ole La`au" (no to La`au) printed on them and marched in high 80-degree temperature...


The protest did not end on Saturday.

Ritte said he and others plan to take actions against the Office of Hawaiian Affairs, which he said approved a resolution to support Molokai Ranch's development plans at Laau Point.

Ritte said a protest at OHA's Molokai offices will be held in the future.

HAWAIIANS OUST US ARMY IN HAWAI`I

Appeals Court Agrees Stryker Brigade Must Go

A federal appeals court said today the U.S. Army's plan to create a 3,800-soldier Stryker Brigade in the islands violated environmental laws by not properly considering all alternatives — including creating the new brigade someplace other than Hawai`i.

A three-judge panel of the San Francisco-based 9th U.S. Circuit Court of Appeals ruled 2-1 that the Army must now complete a supplemental analysis that would consider a variety of locations for the Stryker Brigade.


David Henkin, a lawyer for Earthjustice, which filed the lawsuit on behalf of three Native Hawaiian groups, said the ruling means the Army must stop all Stryker-specific construction and training in Hawai`i.


The Army wouldn't be able to resume the construction and training until another court decides what specific activities the Army would be permitted until it's back in compliance with the law, Henkin said.


Henkin represents the `Ilio`ulaokalani Coalition, Na Imi Pono and Kipuka.

HOW WOULD AMERICANS LIKE IT IF HAWAIIANS SHOWED THE STATUE OF LIBERTY HOLDING UP A BEER?

Celebrity Cruises will no longer use a magazine advertisement that showed King Kamehameha's statue holding a glass of champagne to promote trips to Hawai`i, the company said.


The ad, which appeared in the trade publication Travel Weekly, caused outrage among Native Hawaiian groups who were insulted by the photo illustration.


"We are terribly sorry that we have offended anyone," said Lynn Martenstein, spokeswoman for Miami-based Celebrity Cruises, a brand of Royal Caribbean Cruises Ltd.

"We're horrified that we've been insensitive. ... It was never our intention. We have pulled the ad. It will never run again."


The ad shows King Kamehameha's statue, adorned in multicolored lei, holding an outstretched glass of champagne.


It is similar to statues of King Kamehameha I displayed in Honolulu and Hawai`i Island. He is known for establishing the Kingdom of Hawai`i in 1810.


The ad was created as part of a series by Boston-based agency Arnold Communications that features icons from various tourist destinations, Martenstein said.
